No it doesn't. As far as I know the only soundcard to support hardware accelerated decoding of MP3s was the Turtle Beach Santa Cruz which also had another name. This was a direct competitor to the Live back then.
You'd have better luck decoding your MP3s in hardware on a DX10 graphics card with CUDA, OpenCL or somesuch.
